Up to the end of June 1943 and at a time when the wages were about £5 ($10) to £6 ($12) per week Australia had spent £1,106,000,000 (£156 per head) on the war effort. A lot of the money was spent at home in making war necessities such as armaments, munitions, boots, clothing, and in providing special training. Significant increases in numbers occurred in the personnel employed in the fighting services, and also in the work force involved in the war effort. During the financial year 1942-1943 the war cost Australia £561,743,000 (over a billion dollars), while the Income Tax raised from individuals totalled only 16.5% of this amount. To finance the war the Australian government had previously borrowed money from the public, and from institutions such as the savings banks, friendly societies, and life assurance societies, by running three successfully subscribed Liberty Loans. The institutions had contributed considerably more money to these Liberty Loans than the public, however it can be argued that the public members of these institutions had also contributed some money indirectly. The 4th Liberty Loan which opened on 5 October 1943 and closed on 9 November 1943 was intended to raise £125,000,000, with the government aiming for 750,000 subscribers. Bonds costing £10 each could be bought on a time payment scheme. A total of £126,408,000 was raised at two different interest rates and maturity dates, however the number of subscribers had only reached 567,533. Some newspaper reports of the time indicate that the low number of subscribers was a partial failure of the loan, because spare money in the community could lead to inflation at a time when goods were in short supply. The government set target quotas on how much money should ideally be raised in a particular district, and how many subscribers should ideally take part. Often these quotas proved to be excessive. The Special Red Pennant Award as given to the No 1 FORGE O.F.M. was normally for achieving the highest per capita contribution within each particular group. What is unknown at this stage is what other entities were in the same group, or how large the group was. There were other variations of the awards such as those given to country districts, where a star was placed on the left hand corner of the pennant if the money quota was reached, while two or three stars indicated that the quota was doubled or tripled. A bar was also included on the pennant if the quota of subscribers was achieved, while two bars indicated double the quota of subscribers. It also serves as a historic reminder that it costs a huge amount of money for a country to be involved in a major war, and that a big contribution is required from the public to raise money and to produce goods for the war effort.Permanently sealed brown stained wood frame with a glass face. Enclosed behind the glossy glass is a triangular shaped pennant made of red felt material. The red colour appears to be somewhat faded. Book donated to the school by Minnie's nephew R H McCarthy of WA in 2013. Minnie also achieved Dux of the school in 1921 and held the role of Head Prefect in 1921. The book prize was provided by Miss Refisch (possibly S Rehfisch who entered the school in 1902.) This book also displays the crest of the Presbyterian Book Room embossed onto its front cover. Minnie was both Dux of the school and Head Prefect in her final year (1921) at CPLC. This book is signed by Principal Elspeth Carson who lead the inaugural year of Clarendon Presbyterian Ladies College (previously Clarendon Ladies College). Fanny enrolled in Clarendon Ladies' College in 1882 along with her sisters Agnes Williamson Nicol and Katy Beatrice Nicol. In the original register the father's name is listed as James and he was a produce merchant who resided at 119 Lydiard Street, North Ballarat. This book was donated to the school library in 1978 by Fanny's niece.Presbyterian educators placed great value on a classical education matched with diligence in study. Book prizes were highly regarded and academic success admired. In the school’s early years prizes were ordered direct from London and had the school crest embossed in gold on the front or back cover. Many of the prizes given in early years were returned to the school to equip the Weatherly Library when it opened in 1936.Green cloth cover with ornate gilt decorations on cover, back and spine; gilt edges; color illustrations, slight foxing on pages, 314 p. These programs encouraged the population to purchase government war bonds which would be repaid with interest at a later time while immediately assisting the war effort. Post WW2 the government continued to encourage citizens to save money in an attempt to curb inflation. Security loans formed part of this countries economic program from the 1940's onwards. Districts were allocated a quota for which they encouraged citizens to subscribe and pennants were awarded for the highest per capita payment amongst the town population. In 1946 Bendigo was the first country city in Australia to record a quota success for the Second Security Loan, raising £260,480 from 1953 subscribers. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Harold Greenwood Thomas was one of a group of students who founded the Safety Institute of Australia (SIA). They all had attended the first Industrial Safety and Accident Prevention Course conducted by Melbourne Technical College in 1948. Due to his long service to safety and prevention there is the Harold Greenwood Thomas Lifetime Achievement Award. This is the most prestigious award by the Institute and may be issued to a person who has demonstrated a combination of long term outstanding and influential contribution to the profession in a specific or generalist area of Occupational Health and Safety and Work Health and Safety, where there work has made a major impact on outcomes in Australian workplaces. The Award will be issued once annually, but the board retains the right not to award in any given year, or in special circumstances more than once in a year. It Award is for an individual. Dennis Else, VIOSH Ballarat, is the 6th person to win the Harold Greenwood Thomas Lifetime Achievement Award. Minnie went on to achieve Dux of the school during her final year (1921). She also held the role of Head Prefect in 1921. This book was awarded to Fanny Nicol in 1883 for special prize for repetition of scripture texts. Fanny enrolled in Clarendon Ladies' College in 1882 along with her sisters Agnes Williamson Nicol and Katy Beatrice Nicol. In the original register the father's name is listed as James and he was a produce merchant who resided at 119 Lydiard Street, North Ballarat. This book was donated to the school library in 1978 by Fanny's niece.Presbyterian educators placed great value on a classical education matched with diligence in study. Book prizes were highly regarded and academic success admired. In the school’s early years prizes were ordered direct from London and had the school crest embossed in gold on the front or back cover. Many of the prizes given in early years were returned to the school to equip the Weatherly Library when it opened in 1936.Bound in blue cloth with gilt lettering on front cover and spine.
